  Missing symlink for libvulkan.so

Status in vulkan-loader package in Ubuntu:
  Invalid

Bug description:
  RetroArch 1.7.7 fails to load the Vulkan driver, apparently because it
  is looking for "libvulkan.so", which does not exist at the moment. On
  Ubuntu 18.10, the existing files are "libvulkan.so.1.82", and
  "libvulkan.so.1" (symlink to the former). After adding an additional
  symlink "libvulkan.so" (to *.so.1), RetroArch is able to load Vulkan.

  I've seen multi-level symlinks of this sort in libraries before, so I
  think it would make sense to provide this by default.
