Opening the example it displays that warning Unimplemented annotation: POPPLER_ANNOT_CARET. It is a known issue and it might be implemented in the future.

It does show the blue triangles and opens a box when one clicks on a triangle, but the inserted text is not displayed in the box. In contrast, the content of yellow sticky notes is properly displayed. Okular properly displays the content of the inserted text, so it is not an inaccessible proprietary feature.
