we really should not have published this SRU, as it has dependencies on
openssl 1.1.1 which is not published, and is thus now uninstallable.

however it has been a while, so might as well wait for openssl 1.1.1 to
be published.

   * neon27 doesn't work with openssl 1.1.1
   * backport fixes from disco to cosmic and bionic to resolve that

   * currently broken in cosmic, and will break once openssl is upgraded
  in bionic, so for all practical purposes it's completely busted at the
  moment.
