display stays on tty1 on timed login

Bug description:
I have setup timed login for one user. I can see the thin white
progress bar under the user's name on the login screen. When the timer
finishes, the display stays on tty1. If I press CTRL+ALT+F2 it
switches to tty2 and the login process continues.
