I suspect this is the same issue reported in

Title:
  finger print hardware not being detected

Status in libfprint package in Ubuntu:
  Invalid

Bug description:
  Hie I am currently running on Ubuntu 18.04. and my hardware is Lenovo
  ThinkPad l480.

  Lenovo ThinkPad l480 comes with an inbuild fingerprint reader. It
  works fine in windows os. but it is not able to detect in ubuntu.

  the output of lsusb:
