I don't see this problem with Thunderbird 60.8.0 in Ubuntu 18,04.
Is this still an issue in any other currently supported release of Ubuntu?

Bug description:
When adding a new account, the dialog box extends out to the right
when the manual config button is clicked. This should probably be
centered.
