I can reproduce the problem in a VM when changing the default language
of the desktop to Traditional Chinese. The upstream build of firefox is
similarly affected.

I use ubuntu19.04, gnome 3.32.1, gnome tweak version 3.32.0, firefox version
66.0.3
In ubuntu18.04, firefox menu font can be set by gnome-tweak, but in
ubuntu19.04 firefox menu font can not set by gnome tweak now.(The default menu
font for firefox is too big and ugly I think)
I don't know how to set firefox menu font now.
