The overhead with only one (or just a few) additional language pack
would be minimal indeed. The Debian approach requires significantly more
work to integrate with the current packaging in Ubuntu, so I'm going
ahead with the upstream approach, re-packing the lightning xpi (built
from source, so the version matches) with all available locales.
