This is not allowed. Recommended packages are installed by default, which means that the recommends of any package in main must also be in main; and these collections of gstreamer plugins are ones which we explicitly do not want to seed in main as they constitute a significant security footprint. (The full list of source packages that would have to go through MIR as a consequence of promoting these gstreamer plugins to main can be seen at https://people.canonical.com/~ubuntu-archive /component-mismatches-proposed).
