Thank you for your bug report, it's an upstream design choice to make
the dialog modal, we are not going to change that in an Ubuntu specific
way, you could report it as a problem upstream on

Bug description:
Nautilus does not let click on other items (also the one on desktop)
while the properties window is open.
Open a nautilus window, choose an item in the list of files and do
right-click, properties.
While this properties window in open, I can't click on the other
items, also the one on desktop.
