Super zoom out on use of index

Bug description:
Binary package hint: evince
This looks like it's a regression of #49340, but it could be a
different bug. Given the example pdf on Jaunty, evince will zoom out
to ridiculous levels (claiming it to be 50%) every time one clicks on
the index.
Steps to reproduce:
1. Open the provided pdf.
2. Arrange it so that the index is visible in the side pane (selecting it
from the relevant drop-down box).
3. Click any of the items in the index.
The desired outcome is that it remains at the level of zoom. The
observed outcome here is that evince zooms out enormously.
I don't know how many documents are affected by this. I'll try
checking out some of the attached files in #49340
