system menu is no longer dark in Yaru-dark or Adwaita-dark theme

Bug description:
The system menu from the top bar is no longer dark in the Adwait-dark
or Yaru-dark theme after upgrading from 19.04 to 19.10. See attached
screenshot. Oddly, it _is_ dark in HighContrast theme, which I don't
think it should be.
