Please open a terminal and run 'top' in it to find out if any process is
hogging the CPU when this happens.

Tip: DON'T run gnome-system-monitor because it uses too many resources
itself :)

If no offending process is found then the next thing to check is for 
over-aggressive power management:
  1. Make sure you don't have 'tlp' installed.
  2. Install and run 'powetop' as root to see if your machine is being 
throttled to low frequency.

  OS becomes unresponsive when power is plugged in and battery is low

Bug description:
  Occasionally when I plug in my laptop at low (close to shut-down
  levels, <10%) battery, the OS becomes unresponsive. The GUI doesn't
  work, Ctrl+Alt+T doesn't work, nothing works. This makes it difficult
  to collect information about the problem, since I basically have to
  shutdown with the power button and reboot. It is probably related to
  whichever processes monitor the battery and put the computer to sleep
  when the battery gets low. Almost like it wants to put the computer to
  sleep since the battery is at critical levels, but it just stalls
  since the power is plugged in.
