Thanks, Olivier. That would explain it. It worked a few weeks ago just
fine, but apparently Google is no longer supporting it.

  Chromium Policy - Force Browser Signin - broken with 77.0.3865.90-0

Status in chromium-browser package in Ubuntu:

Bug description:
  Our school depends on the policy that forces students to sign into the
  browser with their Google accounts before being able to access the
  internet.  With the latest update, it no longer works and students can
  access the internet without being forced to login.

  Our current build on our student computers:
  77.0.3865.90-0ubuntu0.18.04.1

  If you need to read up on this policy, type in chrome://policy
  Policy: BrowserSignin currently set to 2

  It worked fine before updating the computers to the current version of
  Chromium-browser.
