I added gcc-9 and ffmpeg to related packages because if search
"libgomp.so.1: cannot allocate memory in static TLS block" in Google you
will find this issue starting to appear in different program this years
(such as Anaconda installer, OpenCV, PHP ImageMagick module) so I don't
think this issue is isolated to Totem. However, Totem is only program
where I can reliable reproduce this issue right now.

Bug description:
  Hello!

I found that totem-video-thumbnailer is broken on aarch64. It fail
  with following error:

  (totem-video-thumbnailer:12136): GStreamer-WARNING **: 00:43:52.740:
  Failed to load plugin '/usr/lib/aarch64-linux-
  gnu/gstreamer-1.0/libgstlibav.so': /lib/aarch64-linux-
gnu/libgomp.so.1: cannot allocate memory in static TLS block

  (totem-video-thumbnailer:12136): GStreamer-WARNING **: 00:43:52.764:
  Failed to load plugin '/usr/lib/aarch64-linux-
  gnu/gstreamer-1.0/libgstlibav.so': /lib/aarch64-linux-
gnu/libgomp.so.1: cannot allocate memory in static TLS block

  (totem-video-thumbnailer:12136): GStreamer-WARNING **: 00:43:52.788:
  Failed to load plugin '/usr/lib/aarch64-linux-
  gnu/gstreamer-1.0/libgstlibav.so': /lib/aarch64-linux-
gnu/libgomp.so.1: cannot allocate memory in static TLS block

I tried to rollback all related packages I could think of (totem,
gcc-9, ffmpeg) to previous releases, but for some reason this doesn't
help. I remember video thumbnail generation on aarch64 worked fine few
  weeks ago.
