That's a known problem. Strictly confined snaps are not allowed to
read/write to the system-wide /tmp, that would open the door to spying
on other applications and more advanced malicious behaviours. Hence /tmp
being remapped to /tmp/snap.chromium/tmp.

  [snap] user has no permissions to open downloaded files if download
  folder is set to /tmp

Bug description:
  After migrating from deb to snap in Ubuntu 19.10, I'm no longer able
  to open downloaded files.

  For convenience, I've set my download folder to /tmp - this directory
  gets automatically cleared after download.

  However, with snap, as a result, the files get physically saved to
  /tmp/snap.chromium/tmp.

  Because /tmp/snap.chromium/ directory is owned by root:root, with 700
  permissions - nobody but root can view these files.
