Thanks for the report. I cannot observe the issues you describe. I'm
running a fully up-to-date 19.10, with the default GNOME desktop, and I
can tile the unmaximized thunderbird window to the leftmost half of the
screen by dragging it to the top-left corner, and I can also resize the
window so that the width is < half the width of the screen. The latter
probably depends on your screen resolution, and on the layout you use in
thunderbird. Can you share details on those? And can you test again the
first problem and confirm you can reliably reproduce it?

New TB w. 19.10 shows unpleasant behaviour:
- dragging non-maximized window to top left left does not resize to
half-screen-width anymore
- it is not possible to resize width below about 2 third of screen width
