When you're using the experimental ZFS on root installation on Ubuntu 19.10
initially you're creating one user. This user has a home directory mounted on
different ZFS dataset like in this case:

Afterwards when you're adding new users via the gnome-control-center or with
adduser, the new users home directories are created on rpool/USERDATA but they
don't have separate ZFS datasets.
