using 'nomodeset' disables the intel gpu completely, so vulkan not
working is the least of your problems ;)
you could try installing newer mainline kernels from
kernel.ubuntu.com/~kernel-ppa/mainline/
maybe start from v5.4-rc and if it doesn't work, try drm-tip. Install
the amd64 version of unsigned and modules packages

Bug description:
after upgrading to ubuntu 19.10, vulkan support when using the intel
card in my laptop is broken. running any of my example vulkan apps
shows the following error:
$ vkcube

note that since the update I can no longer boot my system at all
without adding "nomodeset" the kernel params, something is broken in
the intel modeset driver since 19.04. so this may very well be
related.
