An update on this: - A pot file is now being generated, since this commit: http://bazaar.launchpad.net/~ubuntu-branches/ubuntu/precise/gtkspell/precise/revision/8#debian/rules - unfortunately, the generated file is named ".pot", because configure.ac uses GETTEXT_PACKAGE=$PACKAGE, but PACKAGE is not defined.
So, we can either use this ".pot" file in LP as the pot file instead of gtkspell.pot, or patch the configure.ac.
