I have noticed the entire gnome layer (restart/shutdown) (wifi menu)
etc. got unresponsive when I am attempting to restart to fix the
problem. Problem doesn't occur on X11 mode. I tried to find a way to
close the bug report but couldn't. This seems to be a Gnome-Wayland bug
rather than simply a dock bug, apologies for figuring it late.

  I am clicking on icons and open apps, dock doesn't respond to any
  clicks. Tried all metakeys thinking one got stuck but it didn't help.
