Title:
All deb packages as being listed as "Proprietary" when opened in
  gnome-software

Status in gnome-software package in Ubuntu:
  Incomplete

Bug description:
It seems all open-source packages, including for example the official
package for lshw (https://packages.ubuntu.com/disco/lshw) seem to be
listed as "Proprietary" in gnome-software/Ubuntu Software. This seems
to happen from Ubuntu 18.04, with official and 3rd party packages
  (like those from virtualbox.org).
