monitor configuration restored incorrectly upon Wayland login

Bug description:
I have an ultrawide monitor plugged into my laptop. When I log into a
Wayland session, my monitor configuration (resolution, relative
position, which monitor is the primary) is not restored correctly.
When I unplug the monitor cable after logging in and plug it in again,
the correct configuration is restored.
