Status in gnome-power-manager package in Ubuntu: New Bug description: Simply, whenever the battery goes less than 50%, the apps start throttling, taking longer to respond, etc. This is likely the work of gnome-power-manager giving low battery notifications at 50% when it should be 10% or below.
