This allow Hangout to enable features like entire screen sharing where others webapps cannot (without installing their own extension). For example, start a video call in Hangout (web) and click on the 3-dots menu, then share screen. It seems the activation started here : https://bugs.chromium.org/p/chromium/issues/detail?id=416856 And there is actualy no-way to disable it (without re-compiling).
