This is now fixed in Ubuntu 20.04 (focal fossa). Installing voikko-fi
and giella-sme gives one access to use Voikko with multiple languages.

Bug description:
libenchant_voikko has one hardcoded language (Finnish, fi_FI).
libenchant_voikko depends on libvoikko, which over the last couple of
years have been extended to support multiple languages and multiple
backends, mainly through the libhfstospell backend. A number of
languages using this backend are available from divvun.no, divvun.org,
giellatekno.uit.no and apertium.org, and it would be very desirable to
make these languages available also via enchant, to broaden the
language coverage of spell checking services in Ubuntu.
