Public bug reported:

Setup two accounts, one with composition preferences set to HTML and one to 
plain text.
The default account must be setup to compose in plain text.
Close TB and start it again to be sure to reset its status.

Click the Write button. It will bring up the Write window in plain text mode.
Close the window.
Shift click on the Write button. That opens the Write window in HTML mode. 
That's ok.
Close the window, click on Don't Save.
Click on the Write button. The Write window should open in text mode but it 
opens in HTML mode. This is the bug.
Close the windows, click on Don't Save.
Click on the Write button. The Write window opens in text mode as if it 
remembered the status of the previous Write window.

To reproduce the bug it's important to close the windows. Leaving them
open doesn't trigger the bug.

I noticed this behavior only in the last days so the update to 3.1.16
could have caused it.
