Bug description:
Mutter seems to be suffering from the same issue that compiz was
suffering a while ago.
Here is the compiz bug that was fixed:

My description would be exactly the same as that bug.
While running on battery, with no other causes of wakeups (idle,
everything else closed), powertop shows i915 doing most wakeups
(~30-40). Mutter does not appear in the powertop list, i915 appears
instead.
As soon as I close mutter, the '[i915] <interrupt>' line disappears
and the overall wakeup count goes down.
I am using mutter 3.0.2.1.
Here is the powertop output with mutter running:
Top causes for wakeups:
64.3% ( 44.4) [i915] <interrupt>
7.5% ( 5.2) kworker/0:1
As soon as I close it:
Top causes for wakeups:
18.1% ( 4.6) kworker/0:1
15.6% ( 4.0) [ahci] <interrupt>
