It's certainly still a different location to most other gir files, but
it also seems to work. To find out if this really is a bug please report
it upstream at:

  https://gitlab.gnome.org/GNOME/mutter/issues

and then tell us the new bug ID.

  Binary package hint: mutter

  All the packages (around 50) I've examined install their .gir files to 
/usr/share/gir-1.0/
  mutter installs /usr/lib/mutter/Meta-3.0.gir
