Title:
  GNOME Tweaks doesn't launch correctly

Status in gnome-tweaks package in Ubuntu:
  New

Bug description:
When I launch GNOME Tweaks in 20.04, it opens in a very weird way.
Side and top bar are hidden. I have to click Super+Up arrow to full
screen to access sidebar. Attched a screenshot to demonstrate the bug.
I'm getting same behaviour on VM as well as on personal devices.
