Just to add, I also get an error message sporadically popping up saying
"System program problem detected". Strange thing is that Budgie Desktop
Settings is accessible via right-click on desktop and selecting "Desktop
Settings", whereas selecting "Change Desktop Background" yields same
issue as highlighted in my original bug report.

  can't access system settings

Status in xorg-server package in Ubuntu:
  New

Bug description:
  Loaded Ubuntu Budgie 20.04 testing iso daily build (focal-desktop-
  amd64, version uploaded on 2020-04-06 15:27) in VirtualBox, selected
  "login automatically" during installation. Problem is that every time
  I try to access any of the system settings via the menu, a dialogue
  box pops up prompting me to login. Upon logging in with the password
  that I entered during installation, I am faced with the blank desktop
  (no windows open). Happens with all system settings (e.g. power,
  desktop, applets), but same problem does not occur when opening
  applications from the menu (such as firefox or libreoffice).
