  Chromium should watch the escale setting "Scale for menu and title
  bars" in Display Settings at runtime

Bug description:
  Chromium scales correctly on start up based on the setting applied to
  "Scale for menu and title bars" in Display Settings.

  However, ideally, Chromium should watch this setting also at runtime
  and scale if it gets modified, as the GTK applications currently do.
