* Add support for ZFS home directories:
- Home directories are created as ZFS dataset if zsysctl is installed. If
the command is not installed or fails, the user will be created as usual
without a dedicated dataset (LP: #1873263)

Bug description:
There is no more zsys integration for this part of the stack.
Fix regression from disco due to useradd merge with debian.
