Bug description:
1) The release of Ubuntu you are using:
$ lsb_release -rd
Description: Ubuntu 18.04.3 LTS
Release: 18.04
2) The version of the package you are using:
$ dpkg -l | grep libpulse
ii libpulse-mainloop-glib0:amd64 1:11.1-1ubuntu7.5
amd64 PulseAudio client libraries (glib support)
ii libpulse0:amd64 1:11.1-1ubuntu7.5
amd64 PulseAudio client libraries
ii libpulse0:i386 1:11.1-1ubuntu7.5
i386 PulseAudio client libraries
ii libpulsedsp:amd64 1:11.1-1ubuntu7.5
amd64 PulseAudio OSS pre-load library
3) What you expected to happen
"sudo apt install libpulse-dev" should installed libpulse-dev.
4) What happened instead
$ sudo apt install libpulse-dev
