Super key does not open activities overview

Bug description:
After updating to Ubuntu Focal Fossa the Super key has stopped opening
the Activities overview.
Shortcuts involving the Super key, e.g. Super+A or Super+L work fine,
but nothing happens when only the Super key is pressed.
