Public bug reported:

When using Chromium, and there's 2 or more windows open, an intermittent
hardware glitch is triggered, as if the screen was divided into a small
quadrant grid, and these quadrants were horizontally and vertically
skewed & degraded into particles.

The glitch happens in a 1/4-second, at random intervals between events.

OS: Ubuntu 18.04 / elementaryOS 5.1.3
Processor: Intel i5 540M  (ThinkPad laptop)
Video: NVidia NVS 3100M (using proprietary driver 340.108)
Chromium version: 80.0.3987.163 (Build oficial) Built on Ubuntu

It only happens in Chromium or Chrome, since version 70+.
Firefox does not exhibit this behavior.

Logging out from the user session and logging back in and reopening
Chromium/Chrome makes the triggered glitch disappear.
