Windows resize when sleep and wakeup on 100% display scale

Bug description:
Scaling built-in display to "100%" makes my windows resize when I
sleep my laptop and wake up again.
Steps to reproduce:
1) In system settings, in the "Screen display" section, change "Scale" to
"100%"
2) Open a window (e.g. a browser) and resize to most of the screen
3) Close laptop screen and wait for it to go to sleep
4) Open laptop screen
5) Observe that the browser window is now only the top-left quarter of the
screen, not its original dimensions
