Since the Wayland fractional scaling implementation is a little more
mature and performs better than the X11 one I think it's more important
than Low that the GUI can enable it.

Version of "gnome-control-center": 1:3.36.1-1ubuntu4
In the setting there is option called "Fractional Scaling" but this
option only works for X11.
What is the problem:
Enabling "Fractional Scaling" adds only ['x11-randr-fractional-scaling'] but
['scale-monitor-framebuffer']
What it should be:
Enabling "Fractional Scaling" in the setting adds parameter for both X11 and
wayland:
['x11-randr-fractional-scaling', 'scale-monitor-framebuffer']
