If reproduce once, should be able to reproduce again, preferably some one else should be able to reproduce the issue. Was able to locate and re-install that version a described at https://bugs.chromium.org/p/chromium/issues/detail?id=1074658#c20 however was not able to reproduce the issue described. During trying to reproduce that bug found that setting --disable-sync crashed and closed the browser. Since at least that version DevTools does not open, and random pages still crash. Went back to stable for a few days just for usage of console, very useful compared to creating HTML to display messages or using alert().
