Bug description:
Because we have a bunch of ebooks/magazines now it does make sense to
add a additional toplevel "department" called "Books & Magazines". It
should have the "X-Publication" category.
On a releated note, mpt does not really like the "department" naming
as we are not really using a department-store metaphor anymore. So
maybe "category" is a better fitting name afterall? And we simply add
it to the current list of Cateogries and make the client adapt to it.
