When Firefox titlebar is turned off windows controls are impacted.

Bug description:
When you go to Firefox --> Customize --> Uncheck Titlebar, the window
controls in the upper left are cutoff and impacted by this change. In
addition to the windows control any video played in the browser
present some tearing due to the change in the pixel height.
