  plain 'csparse' lib file not in bionic version

Status in suitesparse package in Ubuntu:
  Invalid

Bug description:
  I got a link error where the cmake linker wanted the csparse shared library.
  Upon inspection I can see that for some reason it has been left out in the 
bionic release
  https://packages.ubuntu.com/bionic/libsuitesparse-dev

  while it was there in the xenial version,
  https://packages.ubuntu.com/xenial/libsuitesparse-dev

  This is the library file:

  libcsparse3.1.4 (= 1:4.4.6-1)
