  Gtk.window.set_keep_above (true) doesn't work.

Bug description:
  Binary package hint: mutter

  let tpwindow be a Gtk.Window
  tpwindow.set_keep_above (true);

  This code should place my tpwindow above all other windows, but it
  doesn't.

  If you open ie a terminal, and then from the terminal decoration menu
  select "Keep this window above all other windows", you'll notice that
  the terminal stays above the tpwindow.

  So this is a wrong behavior.

  I call for fixes, or for a way to keep my window always on top.
