Once the description is understandable - since you can install a package on the whole system, or only to a distinct user. This may effect the code you are checking out. However this shouldn't be recognisable to the user. The user once have decided it in checkbox-style during the installation process, the dependencies or the package installed are to be decided by the installer - not by the user.
