LibreOffice Help not available

Bug description:
When trying to get help in LibreOffice Writer it is unavailable. See
attachment for exact dialog. I have uninstalled and reinstalled the
package libreoffice-help-en-us and it doesn't change anything. If I
run /usr/lib/libreoffice/program/soffice.bin --writer on the command
line no errors are shown.
