It sounds like your keyboard Ctrl key is stuck down, which will cause
both the tabs problem and the zoom in/out problem.
Please tap the Ctrl keys on your keyboard several times in case one is
stuck. If that hasn't solved the issue then please also try briefly
unplugging the keyboard to see if your mouse then works properly in
Chrome.
