That's an Ubuntu feature designed to match the position of text in the
titlebar of maximized windows. It's not a bug but I understand some
people don't like it (occasionally including me). It doesn't happen if
you use the GNOME dock instead (if you disable Ubuntu Dock in the
Extensions app).

  You will see clock gets displaced to a bit right from the center from
  the screen & this looks bad.
