Thank you for your bug report. It seems similar to upstream
https://gitlab.gnome.org/GNOME/evince/-/issues/909 but the behaviour should be
that it stores in the same directory as the current document by default, or if
it's a temp location then fallback to the document directory and it's not there
to the user dir
If you wish to discuss the behaviour it's better done on gitlab upstream than
on launchpad

Title:
Folder where a document was saved last is not saved

Status in evince package in Ubuntu:
  Invalid

Bug description:
This is probably a "duplicate" of a bug, which was fixed in evince 2.27, but
now in evince 3.30 it seems to reappear again. Additionally, I am not sure if
this is an evince bug or a gtk3 bug.
The main problem is that the folder where a document was saved last is never
stored. So for me a common workflow is downloading a pdf of a scientific
publication and I need to store it somewhere in my filesystem. In many other
instances (sumatrapdf on windows) the folder where I saved the last pdf is
always stored. This means after I saved the first document for all subsequent
documents I don't need to navigate the file system again.
At the moment evince always starts in the home folder and I need to navigate
through my filesystem again.
This is on fedora 29 with evince 3.30.2 and gtk3 3.24.1.
