Shutdown continues even after cancelled by application

Bug description:
1. Open a text editor of any kind and edit any document. Do not save
2. Initiate a shutdown from the GUI menu
3. The application will prompt you save because it's being closed. Select
"cancel" to abort the save and close. The file won't be saved and the
application will not close.
4. After a few seconds, the computer will immediately shut down, losing your
document changes.
This means that when a shutdown is initiated, there's nothing the user
can do to abort the shutdown.
What should have happened is that Ubuntu should have noticed that the
shutdown was cancelled. That's how Windows and Mac works.
