This is a significant bug in Ubuntu. Only the runtime and the app itself get installed. The impact reaches from apps just not being translated, to apps not starting at all (e.g. when the proprietary NVIDIA driver extension is missing). When an app is installed from a *.flatpak file via Gnome Software, it doesn't even install the runtime. The app doesn't work at all, unless the required runtime was already installed. Installing apps via Flatpak's command line interface works as expected and installs all required extensions. The bug only seem to affect Ubuntu 18.04. It works in 18.10.
